Call for projects – Support for world cinema (CNC)

The application for pre-production support is submitted by the production company established in France and holding a co-production contract with a foreign production company.

The Support for world cinema is a selective aid granted to a production company established in France in the framework of a co-production with a production company established abroad. It is reserved for feature-length fiction, animation or creative documentary projects intended for initial screening in cinemas in France and whose final screening time is over one hour. It can be granted either before or after production.

The application for pre-production support is submitted by the production company established in France and holding a co-production contract with a foreign production company. An exception may be made for projects presented by production companies established in one of the countries listed in Annex 1 of the aid description that can be downloaded from this page.

The application for post-production support is submitted by the production company established in France and concerns only projects that have not been selected for pre-production support and that have not been shown for the first time in cinemas or publicly performed at a festival before the application.

The allocation of grants is decided by the Presidents of the CNC and the French Institute after the opinion of a commission made up of recognised personalities from the profession and composed of nineteen full members, including a president and three vice-presidents. The commission sits in three colleges:

  • The first college is competent to examine applications for pre-production support submitted for first and second feature films.
  • The second college examines applications for pre-production support submitted for works by directors who have already made at least two feature films.
  • The third panel examines applications for post-production support.

The total budget of the grant in 2021 is 6.4 million euros. Each year, 4 sessions are organised and around fifty projects are supported.

A single production company may submit only one application per college and per session of the commission.

Eligibility

The projects submitted must be part of a co-production between a production company established in France and a production company established abroad. By way of derogation, and only for pre-production support, no commitment with a production company established in France is required at the submission stage for production companies established in the countries mentioned in Annex 1 of the support description (downloadable from this page).

The work must be directed by a foreign national (or, exceptionally, a French national, but in this case, the film may not be shot mainly in the original French language or in a regional language used in France).

The language of filming must, in principle, be the official language(s) or language(s) in use in the foreign country(ies) of which the director is a national or on whose territory the filming takes place.

Pre-film support must be requested before filming begins.
Post-production support must be submitted by the production company established in France and concerns only projects not selected for pre-production support.
The company submitting the project must be able to justify a minimum share capital of €45,000, including a minimum fully paid-up cash share of €22,500.
Films whose final cost exceeds €2,500,000 must be eligible for CNC approval.

Attention

As of January 1, 2021, and to validate the eligibility of any application for support from the CNC, production companies established in France must comply with the obligations of prevention and action in the fight against sexual harassment specified in the Code of Cinema and Moving Images: Article 122-36-1 of the General Aid Regulations.

Amount of aid

The amount granted is limited to €250,000 for pre-production support.

For French-initiated works with a budget of over €2,500,000, this amount is increased to €450,000.

French-initiated" works are works produced in the framework of an international co-production in which the French participation in the financing is the most important and for which the exploitation rights of the original work or the script have been acquired by one or more delegated production companies established in France.

For post-production support, the amount granted is limited to €50,000.

As a general rule, the total amount of French public aid (including aid to world cinemas) granted to a single work may not exceed 50% of the financing of the French part of the project.

This rate may be increased to 80% for :

  • 1st and 2nd feature films ;
  • or works with a final budget of less than €1,250,000;
  • or works co-produced with the countries listed in Annex 1 of the application form.

Expenditure requirement

At least 50% of the eligible expenses (list in annex to the application form which can be downloaded from this page) must be incurred on French territory.

For works co-produced with a production company established in a country listed in Annex 1 of the description, a minimum share of eligible expenditure equal to 25% of the aid must also be carried out on the territory of the country or countries concerned.
This obligation does not apply to projects receiving post-project support.

Support for world cinema is co-managed by the French Institute, on behalf of the Ministry of Europe and Foreign Affairs (MEAE), and the CNC.
