The Embassy of France in Uganda is launching a Call for proposals for Food Assistance Program 2023.

Introduction:

Food Assistance Program (FAP) is a financial instrument from the French Ministry of Europe and Foreign Affairs mainly aiming at bolstering the resilience of populations and fighting malnutrition. It is part of France’s International Strategy for Food Security, Nutrition and Sustainable Agriculture (2019-2024), the humanitarian-development nexus and the London Food Assistance Convention.

Thus, eligible projects for FAP credits can combine several components below:

  • Food assistance
  • Fight against undernutrition
  • Actions to restore the autonomy and resilience of vulnerable populations

Amount:

500,000 € (five hundred thousand euros). Please note that the project proposal (one project only) must fit with this exact amount in euros.

Duration:

12 months from the signing date of the financing agreement.

Eligibility:

The call for proposals is open to international organisations, international NGOs and local NGOs.

Guidance:

Focus point n°1:
The proposed projects should take into account (i) the commitments under the London Food Aid Convention and its assistance, and its main principles, (ii) as well as the priorities of France’s International Strategy for Food Security, Nutrition and Sustainable Agriculture (2019-2024):

Nutrition: In accordance with the terms of the above-mentioned France’s International Strategy for Food Security, Nutrition and Sustainable Agriculture (2019- 2024), preference will be given to projects that target malnutrition and focus on pregnant and lactating women and children under the age of two (the so-called "1000-day period”, which is crucial for physical and cognitive development). 50% of the funding should be devoted to nutrition.

Resilience: A wide variety of resilience support tools can be used across these projects financed by the FAP including cash-based transfers, livelihoods of rural populations (distribution of agricultural inputs or donations in cash for the purchase of livestock), training in agricultural techniques, veterinary interventions, etc. These operating methods help provide long-term prevention of food insecurity in fragile areas which are exposed to climate risks.

Support to small local producers (and promotion of decent work for the youth and women): Purchase of foodstuffs on local or regional markets is encouraged, in accordance with the FAO and WFP strategies. This way of operating is essential for vulnerable populations and helps local production and commercialization to recover at the same time as providing food assistance through monetary transfers or food stamps.

Focus point n°2:
As gender is a cross-cutting priority for the Ministry of Europe and Foreign Affairs, particular interest will be given to proposals that integrate a gender equality approach and objectives in a transversal and meaningful way.

Focus point n°3:
While school feeding can legitimately be addressed in contexts of food crisis, any school feeding actions proposed will need to take full account of the nutritional dimension, in particular through the provision of healthy, diversified and balanced meals and nutrition awareness.

Proposed locations :

The proposed location of the project is open, but should target the areas where malnutrition is the most critical in the country, especially within refugees-hosting districts. Particular attention will have to be paid to the coordination and complementarity of actions, with regard to the Uganda Country Refugee Response Plan 2022-2025 and the actions implemented in Uganda by the European Union and other donors.

Markers:

The integration of the three following markers (in accordance with the OECD-DAC standards) should be highlighted very clearly in the proposal:

  • Gender
  • Nutrition
  • Reproductive Maternal Newborn and Child Health

Application process:

  • Send a full narrative and financial proposal to solene.gautreau@diplomatie.gouv.fr and yves.mercier@diplomatie.gouv.fr by 16 January 2023, at 11:59 pm.
  • Pre-selection of one proposal by the Embassy of France by 20 January 2022.
  • Revision of the proposal in partnership with the Embassy of France from 23 to 25 January 2022.

Timeline:

Project start by the beginning of April 2023.

Proposal:

Applicants must use their own template to send their application. However, the template must comply with the requirements of the attached document (‘2023 Food assistance program (FAP) – 1st installment technical sheet’).
