Uganda: building mini-hydroelectricity plants to increase access to clean energy in West Nile
On May 19th 2017, a financing agreement has been signed between the Government of Uganda and the Agence Française de Développement - AFD to support preparation for mini-hydroplants with positive impact on the climate, in line with Uganda Vision 2040 and the National Development Plan (NDP).
A grant of 1.5 million Euros delegated to AFD by the European Union will prepare feasibility studies for small hydro power plants especially in the West Nile Region, welcoming many refugees from South Sudan and DR Congo. The mini-hydroplants will contribute to the improvement of the isolated power grid system in the region and enhance access to electricity for the population, being local communities or refugees.
The preparation of such a project reflects the consistency of commitments from both France and Uganda, in the fight against climate change, symbolized by AFD’s slogan “a World in Common”.
In Uganda, AFD has more than doubled its commitments over the last three years. The agency committed 73 million Euros in 2015 and 121.5 million Euros in 2016 and so far 150M€ in 2017, knowing that other projects are at final stage of approval, in order to support Uganda’s sustainable and equitable development with a focus on:
- infrastructure including water, sanitation and energy,
- environment and climate change,
- and the private sector.
AFD has been supporting diverse projects with positive impacts on the climate and local population such as:
- improving of water supply and sanitation systems in urban and rural areas
- building new hydropower plants;
- promoting energy efficient solutions;
- preserving biodiversity.
Historical commitments of 9.4 billion Euros have been achieved by AFD in 2016 – among which 3.5 billion Euros have direct impact on climate change; and AFD intends to reach 12.7 billion Euros yearly commitments by 2020 to reach the French Government engagements along the COP 21 Paris Climate Change Agreement and along the path towards a green economy.
